Upgrade to Go 1.25 with FIPS Mode Enabled

Upgraded the agent to Go 1.25 and enabled the environment variable GODEBUG=fips140=on by default in the Dockerfile to support FIPS-compliant builds.

Fixed an issue where the duration shown in spans emitted by the mirroring agent was inaccurate.

Resolved a parsing issue that occurred when handling HTTP/2 traffic, improving compatibility and stability.
